Hazardous Waste Generator Improvement Rule Goes Into Effect in California
The Hazardous Waste Generator Improvement Rule, published by the Environmental Protection Agency, aims to simplify hazardous waste management by allowing flexibility for generators to dispose of hazardous waste and facilitate compliance.

State Updates
California: The rulemaking is complete. The final rule will go into effect on July 1, 2024.
Anticipated Rulemaking in 2024
Maine: The rule being drafted. The proposed rule, hearing dates, comment periods and meeting notices are expected to be published in June 2024. The final rule is anticipated to go into effect in September 2024.
New Hampshire: The rule will be issued in two parts. Part 1, Env-Hw300-800, 110, 1200, is complete. Part 2 is undergoing internal discussions. The proposed rule, along with hearing dates, comment periods and meeting notices, is set to be published in the summer of 2024. The final rule is set to go into effect in the fall of 2024.
Anticipated Rulemaking in 2025
Connecticut: The rule is currently being drafted with the intent to partially adopt. The proposed rule, along with hearing dates, comment periods and meeting notices, is expected to be published in 2024. The final rule is set to go into effect in 2025.
Kansas: Currently, the rule is being drafted per BWM Policy 2017-P2. The proposed rule, along with hearing dates, comment periods and meeting notices, is set to be published in 2024. The final rule is expected to go into effect in 2025 or 2026. In 2022, Kansas signed a policy on August 2, 2017, identifying the less stringent provisions being implemented before adopting the rule.
Massachusetts: The rule is undergoing internal discussions. The proposed rule, hearing dates, comment periods and meeting notices are expected to be published in the summer or fall of 2024. The final rule is set to go into effect in 2025.
Missouri: The rule is being drafted. The proposed rule is set to be published on August 15, 2024. Currently, the comment period is expected to occur in 2024. The final rule is set to go into effect on February 18, 2025.
Rhode Island: The rule is undergoing internal discussions. The rule is set to be published in the summer of 2024, followed by a comment period. The final rule is set to go into effect in 2025.
