State Regulators Closely Reviewing Manifest Data

Widely known in the industry and as we’ve discussed previously, the Environmental Protection Agency’s (EPA) new hazardous waste e-Manifest system went live on June 30, 2018.

The purpose of the new e-Manifest system is to improve access to higher quality and more timely hazardous waste shipment data and save industry and states valuable time and resources to the tune of $90 million annually. The generator regulations ensure that hazardous waste is appropriately identified and handled safely to protect human health and the environment, while minimizing interference with daily business operations.

Over the past few months, there have been several instances where state regulators are using the e-Manifest system to closely review manifest data, check for proper EPA identification numbers and confirm generator status.

The Illinois EPA contacted Clean Earth regarding discrepancies they found with addresses and EPA identification numbers used on manifests versus the data for that location they observed in EPA’s Resource Conservation and Recovery Act (RCRA) website.

The state of New York has been in touch with Clean Earth regarding corrections required for EPA identification numbers and generator status. And the state of Pennsylvania reached out regarding unsigned manifests.

While the e-Manifest is overall beneficial for the entire hazardous waste management industry, there is a lot to understand about the new system and other ever-changing regulations.
