EPA’s New e-Manifest System Goes Live

As of June 30, 2018, all manifests signed by generators will be required to be submitted to the EPA’s e-Manifest system. Some of these regulations have changed since we last reported about the e-Manifest, including the provisional fee structure.

According to the EPA, this updated system will improve access to higher quality and timelier hazardous waste shipment data and save industry and states valuable time and resources. The e-Manifest will require hazardous waste Treatment, Storage and Disposal Facilities (TSDFs) to submit manifest data to the EPA for the shipments they receive.

Receiving facilities will have to pay a fee that varies based on how the manifest is submitted. The final fee schedule is as follows:

  • $15 per manifest: Paper copy mailed from TSDF to EPA; EPA enters all data points to e-Manifest system
  • $10 per manifest: PDF to final manifest uploaded by TSDF to e-Manifest system; EPA enters all data points
  • $6.50 per manifest: PDF of final manifest plus an API file of all manifest data points uploaded to e-Manifest system
  • $5 per manifest: API file of all manifest data points plus CROMERR-compliant signature files uploaded to e-Manifest system

During these initial months, the EPA announced it would grant receiving facilities additional time to submit paper manifests. Facilities that receive manifested waste between June 20 and Sept. 1, 2018, will now have until Sept. 30, 2018, to send paper manifests to the EPA.
